Install emacs-libvterm using your Emacs package manager. It is available from MELPA as vterm, so use something like (package-install 'vterm) or (use-package vterm :ensure t). It is important to do this step separately from the julia-snail installation, as you may run into problems with the Emacs package manager and byte-compiler!
