1984年5月，李锡铭同志任北京市委书记兼北京卫戍区党委第一书记、第一政委。他始终站在全局的高度，科学理清北京的发展思路，强调要以改革总揽全局，充实和完善改革措施；着力推进国有企业改革，狠抓农业和农村工作；提出机构改革的出发点和落脚点必须是搞活基层、搞好企业；注重做好干部思想工作，推动全市新老干部合作与交替格局开始形成；广泛深入开展形势教育，宣传改革取得的巨大成绩。这保证了中央关于首都建设各项指示的落实，推动了全市各项事业在改革中不断前进。他坚持把党的思想理论建设、组织建设和作风建设放在突出位置，亲自组织并坚持法纪联席会制度，督促检查反腐倡廉工作的落实，为北京的党风廉政建设倾注了大量心血。1990年，他带领北京市委、市政府“一班人”，坚决贯彻中央指示，按照“团结、友谊、进步”的宗旨，组织筹备亚运会工作，动员全市各方面力量，保证了亚运会的顺利举行和安全、圆满、成功，有力提升了中国的国际影响力。
